Scope of China's compulsory standards

As prescribed in  Standardization Law of the Peoples Republic of China, those for safeguarding human health and ensuring the safety of the person and of property and those for compulsory execution as prescribed by the laws and administrative rules and regulations shall be compulsory standards.

All following technical requirements belong in compulsory standards:

(1) standards for pharmaceuticals, food hygiene and veterinary medicine;

(2) safety and hygiene standards for products and the production, storage and transportation and utilization of products; standards for the safety of labour and hygiene standards and safety standards for transportation;

(3) quality, safety and sanitation standards for project construction and other standards for project construction that must be controlled by the State;

(4) standards for the discharge of pollutants concerning environmental protection and standards for environmental quality;

(5) important technical terms, symbols, codes and drafting methods in common use;

(6) standards for commonly used methods of experimentation and examination;

(7) standards for conversion and coordination;

(8) quality standards for the important products which need to be controlled by the State.

The local standards formulated by standardization administration departments of provinces, autonomous regions and municipalities directly under the Central Government for the safety and sanitary requirements of industrial products shall be compulsory standards within their respective administrative areas.

As prescribed by Standardization Rule of Shanghai effective on March15th 2001, local compulsory standards should be formulated only for safeguarding human health and ensuring the safety of the person and of property, protecting environment, and avoiding fraud, etc.

Signification of C-Mark

The C-Mark supervision for quantitative packing products, a new management system in China, converges enterprise self-supervision, government supervision and consumer supervision. Firstly, C-Mark is on the base of enterprise's self-evaluation and self-statement; secondly, the enterprise using C-Mark must pass necessary examinations by government, to verify the enterprise and its products in accordance with the Provision and the Specification; lastly, C-Mark represent capacity, credit and competence of the enterprise and its products. In a word, it will promote the quality of products with it, and facilitate consumer supervision at the same time.

C-Mark of Quantitative Packing

In April 2001, the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (former China State Bureau of Quality and Technical Supervision) issued Evaluation Provision on Capacity of Metric Assurance of Enterprises Producing Quantitative Packing Products and Evaluation Specification for Capacity of Metric Assurance of Enterprises Producing Quantitative Packing Products, to ensure the accuracy of net quantity of quantitative packing products, enhance enterprises' capacity of metric assurance, and encourage producing enterprises establish metric assurance system. The publication and implementation of the Provision and the Specification consummate supervision for measurement of production and sale of quantitative packing products, and complement Provision of Supervision on Measurement of Quantitative Packing Products.

Enterprise applying for evaluation voluntarily and fulfilling the Specification, can put the C-Mark on it's products. C-Mark indicates: 1.net quantity of quantitative packing product with the mark in accordance with product standards and the Supervision Provision; 2.metric assurance capacity of producing enterprise in accordance with the Specification.

What's Quality and Technical Supervision?

Quality and technical supervision is a kind of administrative activity regulating and supervising product quality by technical testing and metric testing according to standards, laws and regulations. It covers all aspects of country economy, social development and country life, including industrial and agricultural production, engineering construction, scientific research, culture and education, medicine and sanitation, environmental protection, nuclear safety, internal and external trade, serving industry, and so on. Quality and technical supervision includes standardization, measurement and quality, which are independent respectively and inter-related.

Quality and technical supervision is an important part of national administrative supervision system, same as economical supervision and political discipline supervision. After reformation and opening, China has established integrated quality and technical supervision system including administrative management, laws and regulations, technical guarantee and agency services. With the development of socialist market economy, quality and technical supervision system will keep on regulating market, supporting high quality and punishing low quality, inducting customers and servicing corporations to improve product quality, clean market, strengthen technical base and promote compliance with international traditions.
