Global AI voice leader Quwan invests 200m yuan in Putuo

At the closing ceremony of the 2025 World Artificial Intelligence Conference on July 28, a batch of major artificial intelligence projects in Shanghai completed their signing. Among them, Putuo District signed an agreement with All Voice Lab.  

All Voice Lab is a globally leading AI voice creation platform dedicated to providing one-stop intelligent voice solutions, covering core capabilities such as text-to-speech, video translation, multilingual speech synthesis, and voice cloning. The platform is built on its self-developed MaskGCT (Masked Generative Conformer-Transformer) voice generation model, achieving comprehensive leadership in speech naturalness and similarity, with quality metrics surpassing mainstream international models by over 10 percent. The project involves an investment of 200 million yuan (US$27.86 million).  

The platform’s pioneering "video voice translation pipeline" offers an end-to-end audiovisual localization solution, supporting ultra-large video files (up to 40GB per upload) and real-time multilingual generation, meeting the content delivery needs of large-scale enterprises expanding overseas. 

"Currently, the platform has completed system deployment and entered the industry application phase, serving fields such as audiobooks, video translation, and overseas localization with strong market adaptability and horizontal expansion capabilities," said Long Ling, vice president of the platform’s developer Quwan Technology and head of the All Voice Lab project.  

Putuo District, located at the starting point of the Shanghai-Nanjing Industrial Innovation Corridor, boasts prominent geographical advantages, scenario resources, and an industrial ecosystem, making it a key factor for enterprises to establish their presence. "We chose Putuo because of the collaborative potential along the Shanghai-Nanjing region in the future, along with its excellent supporting technology and industrial policies," Long said.
