Putuo District offers innovative housing support for global talent

High-end talents from home and abroad, as well as outstanding fresh graduates, can enjoy a six-month housing subsidy in Putuo without signing a labor contract.

At the recent launch ceremony of the fifth Global Innovation and Entrepreneurship Competition in Putuo District, a new special support policy for housing for newly introduced outstanding talents was introduced. This policy explores breaking the "local employment" restriction, providing flexible and convenient housing support for outstanding talents coming to Shanghai for work, research, or academic exchanges.

The new housing policy not only expands the coverage of housing beneficiaries but also precisely fills policy gaps. Traditional housing policies often require a labor contract and social insurance contributions in Shanghai as prerequisites, excluding newly arrived foreign talents, job-seeking fresh graduates, and interns still in school.

To address the needs of these groups, Putuo District offers a six-month short-term housing subsidy to invite top global talents.

The first phase includes 500 talent housing units, with over 2,700 new units added annually.

This provides personalized, tiered rental reductions for high-end talents, including top global talents, national high-end talents, key innovation and entrepreneurship talents, outstanding graduates with master's degrees or above from the world's top 100 universities and China's "Double First-Rate" universities, outstanding international interns from key global partner universities, and talents from cooperative cities along the Shanghai-Nanjing Industrial Innovation Belt with short-term accommodation needs.

All types of talents can enjoy a monthly rental subsidy of 1,500 yuan (US$206.33) to full rent coverage within six months.
