According to the spirits of Opinions of Shanghai Municipal Education Commission on the Enrollment in Senior Secondary Schools in 2023 (HJWJ [2023] No. 5) and Implementing Rules of Shanghai Municipal Educational Examinations Authority on the Examination and Enrollment of Senior Secondary Schools in 2023 (HJWJ [2023] No. 9), we hereby propose the following management measures for enrollment of students holding foreign passports into senior secondary schools in Putuo District in 2023.
If foreign passport holders with valid visas who are legally residing in the city and are under the age of 18 (must be current Grade 3 students or previous junior high school graduates born after September 1, 2005), continue to study in senior secondary schools in the district, they can apply and register at the school where they are registered (or previous graduates can go to the district education examination center) in accordance with the Notice of Shanghai Municipal Education Commission on the Enrollment in Senior Secondary Schools in 2023 (HJWJ [2022] No. 38). Registration status cannot be changed once established. Students holding foreign passports who enroll as foreigners and take the 2023 municipal junior high school academic level examination will not be admitted to the independent recruitment, quota-allocated comprehensive evaluation, and unified enrollment.
After enrollment, students are required to take the Shanghai municipal junior high school academic level examination. After taking the junior high school academic level examination, the Putuo District Education Examination Center will organize the students to fill in the declaration of their intention to study. Based on the academic scores, specialties and hobbies, transportation, and other factors, they can independently fill in two schools of their choice among the five senior high schools in the district that are qualified to enroll foreign passport-holding students (see annex). The Putuo District Education Examination Center, and then, arrange for students to enroll in the corresponding senior high school according to their test scores and intention to study.
Opinions on the Principles of Admission:
1. Students are required to take the junior high school academic level examination, and in principle, their scores must reach the minimum admission line of public ordinary high schools set by the Shanghai Municipal Education Commission and Shanghai Municipal Educational Examinations Authority for 2023 before they can be admitted in the ordinary high schools in the district that are eligible for accepting foreign passport-holding students.
2. Putuo District Education Examination Center admits students into the corresponding ordinary high school in accordance with their examination results and their intention to study. A student will be admitted to a school when his or her scores have reached the admission line of the school of his or her choice for the 2023 uniform enrollment admission batch. If a student's scores do not reach the admission line of the two schools he or she intends to study and the student agrees with another selective school, Putuo District Education Examination Center will uniformly transfer the student into an ordinary high school in the district that is eligible for admitting students with foreign passports.
3. Foreign students, wishing to enroll in a secondary vocational school, and their parents (guardians) shall apply to the secondary vocational school, and then the school of enrollment will submit the application to Putuo District Education Examination Center for admission.
4. All enrolled foreign students are not included in the number of enrollment plans of the relevant schools. Fees for foreign students are charged in accordance with the Notice of the Shanghai Municipal Education Commission, Shanghai Municipal Price Bureau, and Shanghai Municipal Finance Bureau on Regulating the Management of Fees and Charges of Public Primary and Secondary Schools, Kindergartens and Nurseries for Foreign Students (Toddlers) (HJWC [2007] No. 8).

High schools in Putuo District that are qualified to enroll students with foreign passports include Cao Yang No. 2 High School, Shanghai Jinyuan Senior High School, Shanghai Ganquan Foreign Language Middle School, Shanghai Private Jinhua Middle School (namely Jinhua Middle School Affiliated to East China Normal University), and Shanghai Peijia Bilingual School.
